(AP) ? Anti-Wall Street protesters filled a street with a late-night march Wednesday and Oakland's police chief pledged a vigorous investigation into an earlier clash between police and protesters that left an Iraq War veteran in critical condition with a fractured skull.

Police Chief Howard Jordan spoke as tensions grew over demonstration encampment in the Bay area.

"It's unfortunate it happened. I wish that it didn't happen. Our goal, obviously, isn't to cause injury to anyone," the chief said at an afternoon press conference.

Olsen, 24, suffered a fractured skull Tuesday in a march with other protesters toward City Hall, said Dottie Guy, of the Iraq Veterans Against the War. The demonstrators had been making an attempt to re-establish a presence in the area of a disbanded protesters' camp when they were met by officers in riot gear.

It's not known exactly what type of object struck Olsen or who might have thrown it, though Guy's group said it was lodged by officers. Several small skirmishes had broken out in the night with police clearing the area by firing tear gas and protesters throwing rocks and bottles at them.

An Oakland hospital spokesman said Olsen, a network administrator in Daly City, was in critical condition Wednesday.

Earlier, Oakland officials allowed protesters back into the plaza outside City Hall where their 15-day-old encampment had been raided the day before, but said people would be prohibiting from spending the night.

About 1,000 people quickly filled the plaza, but later many of them filed out and began marching down nearby streets.

A reporter at the scene says police erected wooden barricades to block the march, but the protesters veered off as a group and continued down another street.

There were no signs of clashes between the two sides.

It wasn't immediately clear how many people were left in the plaza, where some had vowed to spend the night.

"I'm going to stay here tonight," said Jhalid Shakur, 43, of Oakland. "I don't have a tent, but I'll sleep on a bench if there's space."

"We're about to build our city back," he said.

Mayor Jean Quan said Oakland supports the protesters' goals but had to act Tuesday when a small number of them threw rocks, paint and bottles at the police.

"We had, on one hand, demonstrators who tried to rush banks, other demonstrators saying don't do that, and we had police officers, for the most part, 99 percent, who took a lot of abuse," the mayor said. "So yesterday was a sad day for us."

Jordan said an internal review board and local prosecutors have been asked to determine if officers on the scene used excessive force. He asked witnesses with recordings of violent interactions between civilians and the officers who came from several Bay Area agencies to submit them to investigators.

The clash Tuesday evening came as officials complained about what they described as deteriorating safety, sanitation and health issues at the dismantled camp.

Oakland City Administrator Deana Santana said protesters would be allowed to assemble in the plaza outside City Hall from 6 a.m. to 10 p.m. She pleaded with those who planned to make another stand there to refrain from smashing windows, lighting fires and attempting to stay overnight.

"If we could have these simple, reasonable requests, we think we can assure safety in the streets tonight," Santana said.

The same concerns were being raised by San Francisco officials who warned protesters Wednesday that they could face arrest if they continue camping in a city plaza. In a letter, Police Chief Greg Suhr said the protesters could be arrested for violating a variety of city laws against camping, cooking, urinating and littering in public parks.

"Existing and ongoing violations make you subject to arrest," Suhr wrote in the notice, but didn't say if or when arrests would occur.

Police have taken down a previous Occupy San Francisco camp in the Justin Herman Plaza and also cleared another camp outside the Federal Reserve Bank downtown.

Late Wednesday some of the San Francisco protesters, estimated to be about 200 people, had their arms locked and were practicing trying to keep police from entering the perimeter of their encampment.

Police estimated at least five protesters were arrested and several others injured in the Tuesday evening clashes.

MILAN (AP) -Substitute Kevin-Prince Boateng scored a hat trick as a stunning second-half comeback for AC Milan saw the Serie A champions recover from three goals down to beat Lecce 4-3.

Giullermo Giacomazzi headed Lecce in front in the fourth minute, while Massimo Oddo converted a penalty kick and Carlos Grossmuller added a third before halftime.

But Boateng came off the bench for Robinho and grabbed one back for Milan four minutes into the second half.

The Ghana international completed his hat trick within 14 minutes and Mario Yepes grabbed the winner with seven minutes left.

"I would say that our approach to the game was awful," Milan coach Massimiliano Allegri said. "Lecce had a great first half, we were far off, we didn't manage to play and let in two goals from dead ball situations.

"But we had a great reaction and in the end had a great game. At the end we won a game that I didn't think we could turn around at the end of the first half."

The victory lifts Milan into the top half of the Italian league while Lecce remains second from bottom.

"It's really hard to talk about a game in which in the first half you're ahead 3-0 and then, at the final whistle, you lose 4-3," Lecce coach Eusebio Di Francesco said. "After having played so well the first 45 minutes I didn't expect to lose this game.

"It was a Lecce of two faces and it's bewildering for me to have seen that from my team ... After a perfect first half I asked them to keep their focus. Unfortunately they didn't."

Players wore black armbands and observed a minute's silence at the start of every game as a tribute to Italian rider Marco Simoncelli, who died Sunday after a crash at the Malaysian MotoGP motorcycle race.

Udinese took sole leadership of the standings after cruising to a 3-0 win over Novara, thanks to two goals and an assist from Antonio Di Natale.

Di Natale broke the deadlock in the 33rd minute and Maurizio Domizzi doubled Udinese's tally six minutes later when he headed in a corner at the near post.

Di Natale grabbed his sixth of the season four minutes into the second half with a stunning free kick that Novara goalkeeper Alberto Maria Fontana could do nothing about.

Udinese moves a point clear at the top of the table, and is now two points better off than third-placed Juventus, which drew 2-2 at home with Genoa on Saturday.

"I'm very happy with the result and our position in the table," Udinese coach Francesco Guidolin said. "We had a good game today and deserved to win ... being top is great. We can do well if we continue as we are, with the same humility and generosity."

Lazio is in second, following its 2-0 victory at struggling Bologna.

The visiting side took the lead in the 23rd minute when the unfortunate Robert Acquafresca tried to clear Hernanes' free-kick, but the Bologna striker only succeeded in diverting the ball into his own net.

Bologna had several chances to draw level but could find no way past Lazio goalkeeper Federico Marchetti.

Lazio doubled its advantage three minutes into the second half as Djibril Cisse sent Senad Lulic clear and the Bosnian made no mistake when one on one with Bologna goalkeeper Federico Agliardi.

Cagliari is three points off top spot following its goalless draw with Napoli.

Either team could have won the game in a lively first half, which saw both sides hit the woodwork twice.

Inter Milan ground out a 1-0 victory at home to Chievo. Thiago Motta headed home Wesley Sneijder's corner to hand Inter only its second win in seven league games.

Roma also secured a narrow 1-0 win and its victory over Palermo moves it into the top half of the table.

Erik Manuel Lamela scored the only goal of the game in the seventh minute and Roma clung on desperately to take all three points.

Roma goalkeeper Maarten Stekelenburg pulled off several stunning saves, notably from Fabrizio Miccoli in stoppage time, to secure the victory.

Cesena remains rooted to the bottom of the standings after losing 2-0 at Siena.

Pablo Gonzalez scored in the 10th minute and, after Cesena midfielder Antonio Candreva hit the post, Emanuele Calaio doubled Siena's advantage eight minutes into the second half.

Elsewhere, a brace from Maxi Moralez secured Atalanta a 2-1 win at Parma.

All the goals came in the second half, with substitute Jaime Valdes' strike 10 minutes from time proving no more than a consolation for Parma.

House votes to reject EU emissions control plan (AP)

WASHINGTON ? The House voted Monday to exclude U.S. airlines from an emissions cap-and-trade program that the European Union plans to impose on all airlines flying to and from the continent beginning next year.

With the legislation, which passed by voice vote, lawmakers joined the airline industry and the Obama administration in opposing the EU Emissions Trading Scheme scheduled to go into effect on Jan. 1. The bill now goes to the Senate, where there is currently no companion legislation.

The measure directs the transportation secretary to prohibit U.S. carriers from participating in the program if it is unilaterally imposed. It also tells other federal agencies to take steps necessary to ensure that U.S. carriers are not penalized by the emissions control scheme.

The EU program began in 2005 with the capping of carbon dioxide emissions from power plants, refineries, steel mills and other industrial producers. Next year it extends to airlines, which are said to be responsible for about 3 percent of greenhouse gases.

Under the program, similar to the cap-and-trade concept that President Barack Obama unsuccessfully tried to move through Congress, each airliner is issued permits to emit a certain amount of carbon dioxide. They can buy extra credits if they emit more than their allowed limit, or sell credits if they emit less. Payments would be made to the EU country to which they most frequently fly.

The EU says the costs to airlines will be modest and will have minimal impact on passenger fares. The U.S. aviation industry says the cost between 2012 and 2020 could hit $3.1 billion. It says it is unfair that a flight from the United States, for example from Los Angeles, would have to pay for emissions for all parts of flights to Europe, including time spent over the United States and the Atlantic.

"It's a tax grab by the European Union," Transportation Committee Chairman John Mica, R-Fla., said. "The meter starts running the minute the plane departs from any point in the U.S. until it reaches Europe."

In 2009, American, United and Continental Airlines and the Air Transport Association of America filed suit in a case now before the European Court of Justice, arguing that the unilateral imposition of emissions rules violates international aviation agreements.

They received a setback earlier this month when the court's advocate general, a legal adviser, in a non-binding statement said the EU emissions trading scheme is compatible with international law and urged the court to reject the U.S. challenge.

That drew fire from Krishna R. Urs, the U.S. deputy assistant secretary of State for transportation affairs, who repeated the U.S.'s "strong legal and policy objections to the inclusion of flights by non-EU carriers" in the EU program.

The Air Transport Association said that preliminary opinion "does not mark the end of this case" and noted that more than 20 countries, including Brazil, Russia, India, China and Japan, oppose the EU plan.

"It imposes an exorbitant tax that siphons away from aviation the very funds it needs to continue to invest in aircraft technology, sustainable alternative fuels and infrastructure advances," the ATA said.

Mica, who recently led a delegation to the International Civil Aviation Organization in Montreal, said ICAO member nations next month will overwhelmingly approve a measure opposing the EU's carbon trading system.

"This shouldn't lead to a trade war," Mica said. "It should lead to a resolution that does improve our environment."

One of the few voices of dissent came from Rep. Edward Markey, D-Mass., who said the United States also passes laws that dictate security and pollution standards for foreign ships and planes entering U.S. territory. "The Europeans are taking climate change seriously. We shouldn't undermine their efforts by legislating that our airlines break the law."

3. Jobs and Obama didn?t get along, at first

Steve Jobs almost refused to meet with President Obama in 2010 because he insisted that the president invite Jobs himself. The high-powered pair did eventually meet, at a hotel in San Francisco. And Jobs immediately gave President Obama a piece of his mind.

?You?re headed for a one-term presidency,? Jobs told Obama when the meeting began. He insisted that Obama have more pro-business initiatives, like they do in China where companies aren?t met with ?regulations and unnecessary costs.? Jobs also complained about the restrictions on the US education system imposed by unions.

Despite the cold reception, Jobs and Obama stayed in touch, says Isaacson, and Jobs later offered to help create ads for Obama?s 2012 re-election campaign, an offer he extended in 2008, but didn?t follow through with because he didn?t like the way campaign manager David Axelrod handled the relationship.

4. Jobs didn?t want any third-party apps on the iPhone

Third-party apps may be one of the most compelling reasons to buy an iPhone, but they almost weren?t allowed on the device at all. Isaacson reports that Jobs was reluctant to allow third-party apps on the original iPhone after it debuted in 2007.

?When it first came out in early 2007, there were no apps you could buy from outside developers, and Jobs initially resisted allowing them,? writes Isaacson. ?He didn?t want outsiders to create applications for the iPhone that could mess it up, infect it with viruses, or pollute its integrity.?

Apple board member Art Levinson and Apple senior vice president of worldwide marketing Phil Schiller later talked Jobs into allowing third-party apps.

?I couldn?t imagine that we would create something as powerful as the iPhone and not empower developers to make lots of apps. I knew customers would love them,? said Schiller.

Condoleezza Rice discusses Bush White House tensions in new book

Former US Secretary of State Condoleezza Rice writes about her disagreements with the Bush administration, her thoughts on the war in Iraq, and her own response to Hurricane Katrina.

Former US Secretary of State Condoleezza Rice defends the war in Iraq and details tensions within the Bush White House team in her new book ?No Higher Honor,? scheduled for release on Nov. 1.

Rice?s memoir, which follows her years in the Bush White House, comes after books by former Vice-President Dick Cheney, former Defense Secretary Donald Rumsfeld, former Secretary of State Colin L. Powell, and former President George W. Bush.

According to a review in The New York Times, Rice says in ?No Higher Honor? that she regrets going on a shopping trip in New York as Hurricane Katrina and its aftermath were engulfing New Orleans, calling the decision ?tone deaf,? and she states that she believes the Arab Spring uprisings are the result of Bush?s agenda to bring democracy to other areas of the world. Rice also discusses perceived threats to the US after 9/11 that the public didn?t know about at the time, including the possibility of radioactive and smallpox attacks on Washington D.C.

In ?No Higher Honor,? Rice details how she threatened to resign when Bush issued an order ? an order which had been the work of White House counsel Albert R. Gonzales ? that authorized military commissions, without notifying her first.

?If this happens again, either Al Gonzales or I will have to resign,? Rice says she told Bush, according to the New York Times. The president apologized, and Rice writes that she doesn?t think it was Bush?s fault.

But Rice also recounts a disagreement she had with Bush over sending more troops to Iraq. Rice told the president they should pull troops out of cities.

?So what?s your plan, Condi?? Rice says Bush asked her. ?We?ll just let them kill each other, and we?ll stand by and try to pick up the pieces??

?If they want to have a civil war, we?re going to have to let them,? she says she retorted.

But Rice says she told the president no one had been more committed to winning in Iraq and that Bush replied, ?I know.?

Rice also writes of her encounters with foreign leaders, including Muammar Qaddafi, whom she says had an ?eerie fascination with me.? Rice also says that Qaddafi made a strange video that had pictures of her with a song titled ?Black Flower in the White House? that played in the background.

?It was weird, but at least it wasn?t raunchy,? Rice writes of the video.

Rice says in her book that Omar Hassan al-Bashir, Sudan?s president, looked ?as though he was on drugs? and that she felt like she needed a shower after shaking hands with the president of Lebanon, ?mile Lahoud.

Rice says she often argued with Cheney and that they had a particularly heated exchange over the issue of whether to publicly acknowledge keeping Khalid Shaikh Mohammed and other suspects secretly imprisoned. Rice writes that Rumsfeld said, ?I don?t do detainees? at one point and that he tried not to get involved in arguments over the subject.

Rice says she also had disagreements with Rumsfeld and that she once asked him what was wrong in their relationship.

?You?re obviously bright and committed, but it just doesn?t work,? she says Rumsfeld told her.

(AP) ? The "Saturday Night Live" star who perfected his impersonation of "President George W. Bush" and later took his presidential act to Broadway is receiving the nation's top humor prize Sunday night in Washington.

Will Ferrell was expected to receive the Mark Twain Prize for American Humor at the Kennedy Center for the Performing Arts, with performances from Jack Black, Conan O'Brien, Larry King and the rock band Green Day in his honor. They will be joined by Maya Rudolph, Molly Shannon and Lorne Michaels from Ferrell's "SNL" days. The show will be taped for broadcast Oct. 31 on PBS stations nationwide.

When the award was announced in May, Ferrell said he would begin "cultivating a Mark Twain-esque mustache" for the event. He was spotted Friday in the White House press briefing room ahead of Sunday night's ceremony, though there was no word on the state of his mustache.

On the red carpet, Ferrell said he's proud to win the Twain Prize because it's the "only legit" comedy prize that "puts the emphasis on humor and how hard it is."

Ferrell said playing the Bush character is one of his favorite memories for its political laughs, especially when he took the character to Broadway.

"We hit it at the perfect time when people wanted some sort of comedy after the eight years we just went through."

Shannon said she has known Ferrell since before "SNL." She said contrary to his TV persona, Ferrell is very serious and sweet to work with.

"He can really see people," she said.

Ferrell is the son of a teacher and Roy Lee Ferrell, a guitarist for the Righteous Brothers. He grew up in Irvine, Calif., went to college at the University of Southern California and got his start in comedy with the Los Angeles improv group, The Groundlings.

That's where he was discovered by "SNL." He starred for seven seasons on the NBC series, with memorable characters that included "Craig the Spartan Cheerleader," a middle school music teacher named "Marty Culp" and impressions of Janet Reno, Alex Trebek and Neil Diamond.

Ferrell went on to make some outlandish movies including "Anchorman: The Legend of Ron Burgundy," ''Talladega Nights: The Ballad of Ricky Bobby" and "Old School." More recently he tried his hand at drama with this year's independent film "Everything Must Go." He has also made a Spanish-language comedy, "Casa de Mi Padre."

Ferrell told the AP he has tried different avenues as movie studio budgets tightened. He opted for projects with smaller budgets but more creative freedom.

In 2009, Ferrell revived his Bush character with a one-man Broadway show "You're Welcome America. A Final Night with George W. Bush," which was nominated for a Tony Award. He later performed the show live on HBO.

Longtime collaborator Adam McKay and Ferrell also took their comedy to the Internet with the 2007 creation of the popular video website FunnyorDie.com. Since then, it has drawn an audience of millions for its original Web programming.

Thirteen other people have won the Mark Twain Prize since 1998, including Tina Fey, Bill Cosby, Steve Martin and Whoopi Goldberg. It recognizes people who have followed the tradition of Samuel Clemens, the writer known as Mark Twain who used social commentary and satire to have an impact on society.

Moscow to declare Katyn massacre victims innocent (AP)

MOSCOW ? Russia's foreign minister says Moscow is ready to declare victims of the Katyn massacre innocent.

About 2,000 Polish officers and other prisoners were killed by Soviet secret police in western Russia in 1940 on charges accusing them of being enemies of the Soviet state.

The Katyn massacre has been straining relations between Russia and Poland for decades.

Sergei Lavrov said in a radio interview on Friday that Moscow is "ready to consider a perfectly legitimate request to declare these people innocent."

Several Polish families went to the European Court of Human Rights to prove the victims' innocence. Lavrov said Russia is eager to solve the issue out of court.

The Soviets falsely blamed the massacre on the Nazis for years, but Russia's parliament admitted last year the killings were ordered by Soviet leader Josef Stalin.

Occupy Wall Street: Should an NPR host be fired for protesting? (The Week)

New York ? The host of a radio show aired by NPR affiliates loses her job. But should rules for news reporters apply to someone who talks mostly about opera?

Freelance radio host Lisa Simeone was fired by her bosses at Soundprint, a documentary program addressing topics such as climate change and education that airs on NPR affiliates, because she helped organize an Occupy Wall Street-related protest in Washington. NPR's code of ethics prohibits its journalists from participating in rallies that involve issues it covers. Simeone ? who still hosts a show called?World of Opera ? says applying the rule to her is like "McCarthyism," because she doesn't cover news. "What is NPR afraid I'll do," she asked, "insert a seditious comment in a synopsis of Madame Butterfly?" Did NPR overreact?

NPR went too far, as usual: NPR is clearly overreacting, says Joe Coscarelli at New York. This "appears to be part of a pattern for the network," which fired Juan Williams over allegedly Islamophobic comments on Fox News, and pushed out its own CEO after conservative documentarian James O'Keefe secretly videotaped an NPR fundraiser badmouthing the Tea Party. NPR is so afraid of being accused of liberal bias that it fires people first, and ask questions later.

Firing Simeone was the right thing to do: Soundprint is a news-oriented show aired on taxpayer-subsidized radio, says Ed Morrissey at Hot Air. So "NPR did the right" by complaining and getting Simeone pushed out the door, because her activism would raise "questions about bias" that "would undermine its credibility." It's probably OK to let Simeone keep hosting World of Opera, "which should have little to do with modern politics."

The Occupy movement is what made NPR jittery: For years, Simeone has been up front about her activism, say the editors of The Huffington Post's Eat the Press blog. She was arrested in March during an anti-war demonstration in front of the White House! NPR never objected, despite its "pathological aversion" to hearing its employees' political opinions, until Simeone got mixed up with the Occupy movement. Apparently, that was "a bridge too far."

World Population Close to Reaching 7 Billion (ContributorNetwork)

The United Nations Population Fund announced this week that the world's count of human inhabitants on the planet will surpass 7 billion this month, but there are few celebrations, even though the U.N. entitles its report, "People and Possibilities." This is because scientists in the environmental and social realms long have warned of overpopulation challenges that include hunger, pollution, global warming and in the extreme the conflicts of warfare and genocide.

America's Public Broadcasting Service has explored the issue in a series of reports under the moniker of "Our Changing Planet." The reports describe how the world's population has skyrocketed from an estimated 300 million during the time of Christ to 1 billion at the time of the American Revolution to today's 7 billion figure. Furthermore, experts predict that unless current trends are impacted, another 1 billion people will be added every dozen years or so.

One main cause is improved modern medicine such as the advent of antibiotics, which has extended the average lifespan to 68 years, up from 48 in 1960. Another cause is tied to cultures in which birth control and contraception are either ignored, frowned upon, or considered as outright evil.

Our Changing Planet reports signs of progress. A typical woman in Kenya gives birth to 4.4 children during her lifetime, compared to 8.1 as recently as near the turn of the millennium. In Iran, the average is 2.8, down from 6.8. In Bangladesh, it's 3.1, compared to the previous 6.4. Communal education is credited, along with increased availability of safe, humane contraceptives and steps away from traditions of child marriages.

The United Nations is scheduled to release a report on further action steps on Oct. 26. Meanwhile, a group known as Population Connection is protesting an early October vote by the U.S. House Foreign Affairs Committee to defund the U.N. Population Fund. The vote was along political party lines, with Republicans protesting that the U.N. is promoting abortion. Democrats and U.N. officials deny this is the case.
