Rights group: Equatorial Guinea vote marred (AP)

JOHANNESBURG ? A human rights group is criticizing a weekend referendum in Equatorial Guinea that now will allow the country's strongman leader to seek two more terms.

Voters in the tiny oil-rich West African nation went to the polls Sunday to vote on proposed constitutional changes. The government says that with 60 percent of the votes tallied, 99 percent of the voters backed the referendum.

President Teodoro Obiang Nguema, who is Africa's longest-serving strongman, can now seek two additional seven-year terms. He already has been in office for 32 years.

U.S.-based rights group EG Justice said Monday that voters had complained of intimidation, fraud, stuffed ballot boxes and armed military personnel inside voting stations.

Saints Beat Falcon After Coach Mike Smith Makes Questionable Call In Overtime

ATLANTA ? Mike Smith sent out the punting team for the Atlanta Falcons, then changed his mind.

Boy, did that turn out to be a mistake.

The Falcons were stuffed on fourth down deep in their own territory after the coach decided to go for it in overtime, setting up John Kasay to kick a 26-yard field goal that handed the New Orleans Saints a 26-23 victory Sunday.

The Falcons (5-4) rallied from a 10-point deficit in the fourth quarter, tying it on Matt Bryant's 27-yard field goal on the final play of regulation.

In overtime, Atlanta appeared to pick up a first down on a pass to Mike Cox, but he was ruled just short after referee Terry McAuley looked at the replay. Then, stunningly, Smith decided to go for it on fourth down from his own 29.

Michael Turner was stuffed, and Kasay made the winning kick for the Saints (7-3), his fourth field goal of the game.

New Orleans took control of the NFC South race, snapping Atlanta's three-game winning streak. But this one will be long remembered for Smith's gutsy call that backfired horribly.

After each offense went three-and-out on its first possession of overtime, Atlanta faced third-and-1 from the 29. Matt Ryan flipped a pass to Cox, the backup fullback, who was met short of the 30 but stretched out the ball with his right arm, appearing to get it across the line. It was initially ruled a first down, but the replay showed he was bobbling the ball as he was going down along the sideline, and the spot was moved back.

The Falcons initially sent on the punting team, then called timeout. After thinking it over, Smith decided to go for it, figuring his team could pick up the foot or so needed to keep the drive going.

Ryan handed off to Turner, but the bruising runner never had a chance. He actually lost a couple of feet, and the jubilant Saints took over. Four plays later, Kasay ended the game.

A disconsolate Smith walked slowly across the field to shake hands with his New Orleans counterpart, Sean Payton, who coached the game on crutches in his return to the sideline after a collision with one of his players left him with a broken left leg and severe knee injuries nearly a month ago.

Drew Brees went 30 of 43 for 322 yards, including a pair of touchdowns. Ryan threw a staggering 52 passes, completing 29 for 351 yards and two touchdowns. Turner rushed for 96 yards, but couldn't get the one yard that mattered most.

In regulation, Atlanta was down to its last chance, facing fourth-and-3 at the New Orleans 45 with about 4 1/2 minutes remaining. Ryan kept the drive going by hitting Roddy White on a 6-yard completion, then struck quickly with two more passes to make a game of it. A 19-yarder to White was followed by a 20-yard touchdown to Tony Gonzalez with 4:13 to go, bringing the Falcons to 23-20.

With only one timeout remaining ? Smith lost one early in the half by losing a challenge of a Saints completion ? the Falcons felt compelled to try an onside kick. It didn't work.

The Saints converted one third down, but failed on their next attempt and sent out Kasay for a 45-yard try. He drilled it right down the middle, but Jimmy Graham was called for holding and New Orleans decided to back up the Falcons with a punt.

After Eric Weems made a fair catch at the Atlanta 5, the Falcons put together a clutch drive that forced OT. Ryan hooked up three times with Harry Douglas on completions totaling 66 yards, and Atlanta actually had plenty of time to take three shots at the end zone for a winning touchdown.

They caught a break on Ryan's first throw over the middle, which was right in the hands of New Orleans safety Roman Harper. He couldn't hang on. Ryan then looked for White, but Jabari Greer got a hand on the ball to knock it away. With 10 seconds left, Ryan dropped back one more time, saw no one open and just threw it over the end zone. Bryant trotted on to make his third field goal.

No deficit deal in sight despite prods by Obama (AP)

WASHINGTON ? Despite prodding from President Barack Obama, members of Congress' supercommittee concede no deal is in sight to meet their goal of $1.2 trillion or more in deficit savings over the next decade.

Instead, with only 10 days remaining until a Nov. 23 deadline, the panel is divided along partisan lines and Rep. James Clyburn, D-S.C., said Sunday the six committee members of his own party "have not coalesced around a plan."

Despite the difficulties, Clyburn and Republicans on the deficit panel all said they haven't given up hope of a deal by the deadline.

"But if this was easy, the president of the United States and the speaker of the House would have gotten it done themselves," said Rep Jeb Hensarling of Texas, the Republican chairman of the committee.

Obama mentioned his own unsuccessful negotiations with Speaker John Boehner in passing at a news conference in Hawaii on Sunday where he urged the members of the committee to show more flexibility. "It feels as if people continue to try to stick with their rigid positions rather than solve the problem," he said.

"There's no magic formula. There are no magic beans that you can toss on the ground and suddenly a bunch of money grows on trees," Obama added. "We got to just go ahead and do the responsible thing."

Despite some concessions, the two sides remain divided over the same basic issues that thwarted earlier deficit reduction efforts ? finding a mutually agreeable blend of tax increases and cuts in the largest government benefit programs.

Democrats on the supercommittee say they are willing to make significant reductions in programs such as Social Security, Medicare and Medicaid only after Republicans agree to higher tax revenue, including a larger bite out of the income of the wealthy.

Republicans say that the soaring deficits result from too much spending, and not from a shortage of revenue to the Treasury, and tax increases would crimp efforts to create jobs.

In an offer they said marked a significant concession, GOP members on the panel offered last week to raise taxes by $250 billion over a decade as part of an overhaul of the tax code that simultaneously would cut the top rate from 35 percent to 28 percent.

Democrats swiftly rejected that as a tax cut for the wealthy in disguise, and separately jettisoned an earlier proposal that would have slowed the growth in cost of living increases under Social Security.

There has been little, if any, indication of progress in the talks since then.

Instead, officials in both parties seem to be positioning for political advantage in case the talks falter.

Hensarling said the panel has a goal of cutting deficits by $1.2 trillion, but added it also has a duty.

"The duty is to put forth legislation that actually addresses long-term structural debt. Now the president himself has said that the drivers of our debt are Medicare, Medicaid and health care. Nothing else comes close," he said, adding that Republicans have done that.

But Obama described the situation differently at a news conference after wrapping up an economic summit with leaders of Pacific-region nations.

"If we've got to raise money, it makes sense for us to start by asking the wealthiest among us to pay a little bit more before we start asking seniors, for example, to pay a lot more for their Medicare," he said.

Nor do the two sides agree about a fallback plan already in place to make sure deficits are reduced even if the panel fails to reach an agreement.

Obama said twice over the weekend Congress shouldn't count on being able to change the automatic spending cuts that would take effect beginning on Jan. 1, 2013.

About $450 billion in cuts would come from defense and the same amount from domestic accounts, with savings on interest payments making up the balance of a $1.2 trillion total.

Republicans, joined by Defense Secretary Leon Panetta, say the Pentagon couldn't sustain reductions of that magnitude, and Sen. Pat Toomey, R-Pa., said there would be a "lively debate" in Congress on changing which programs the cuts would affect.

Clyburn and Toomey appeared on Fox. Hensarling was interviewed on CNN.

China sentences 3 to death for deadly hotel fire (AP)

BEIJING ? Three people have been sentenced to death for setting fire to a bar that spread to a budget hotel in northeastern China, killing 11 people and leaving two others severely injured.

Xinhua News Agency says a court in Jilin province convicted five people of arson Saturday. Three were given the death sentence.

It says the Tonghua city court found that the suspects had set fire to a basement bar in the early hours of May 1 because they were in dispute with its owner.

But the fire spread to a karaoke bar and upstairs to guest rooms belonging to the hotel owned by Home Inns, China's biggest budget hotel operator.

Xinhua says the 11 victims included hotel guests and firefighters. It says the fire caused about 1.8 million yuan ($280,000) in losses.

Maui bull freed after giant tire stuck on his head

(AP) ? A rodeo bull in Hawaii has been freed from a giant tire that was stuck on his head for about 20 hours.

The bull, named Skywalker, couldn't eat or drink after he got his head lodged in the truck tire dumped at the Triple L Ranch in Maui. The tire weighs more than 50 pounds.

When the bull became exhausted enough to be approached, a ranch worker pried the tire off with a piece of wood.

Ranch owner Paige De Ponte says Skywalker seems fine now that he's free from the rubber ring.

She doesn't know how the tire ended up on Skywalker's head but hopes his plight raises awareness about using the rural Kanaio (kah-NY'-oh) area as a dumping ground.

Dalai Lama makes low-key visit to Mongolia (AP)

ULAN BATOR, Mongolia ? The Dalai Lama began a series of lectures to Buddhists in Mongolia on Tuesday in a low-key visit which nonetheless drew a protest from neighboring China.

The Tibetan spiritual leader spoke at a Chinese-built sports stadium on the outskirts of Ulan Bator that underscored the economic sway that Beijing exercises over landlocked and largely poor Mongolia.

In an attempt to allay Chinese concerns about the Buddhist leader, senior Mongolian lamas repeatedly said the visit was purely religious.

In Beijing, however, Foreign Ministry spokesman Hong Lei said China had made "a solemn representation" to Mongolia and was opposed to any country giving a platform to the Dalai Lama. China accuses the Dalai Lama of wanting to split Tibet from China, a charge the Nobel Peace Prize laureate denies.

Mongolia's people traditionally follow the Tibetan school of Buddhism, and the Dalai Lama has visited at least a half dozen times.

"This is a purely religious visit made at the request of Mongolian Buddhist lay-believers and monks," said Choijamts Demberel, head of the Mongolian Buddhist center and head abbot of Ganden Thekchen Choeling monastery.

The Dalai Lama's visit comes at time of renewed unrest in Tibetan areas of China, where at least 11 people have set themselves on fire since March to protest Chinese rule. At least five have died.

The Dalai Lama has said that China's "ruthless policy" was behind the self-immolations. China accuses the Dalai Lama and his supporters of stirring up trouble in ethnic Tibetan areas and encouraging followers to set themselves on fire.

Many Tibetans consider the Dalai Lama to be their rightful leader. He fled from Tibet to India in 1959 during an unsuccessful anti-Beijing uprising and is reviled by China's Communist government.

When the Dalai Lama visited Mongolia in 2002, China held up trains at the border. There were no reports of that on Tuesday.

China is Mongolia's biggest trading partner. The two signed a strategic partnership deal in June during a visit by Premier Wen Jiabao.

The statement was the fifth Jefferies has issued about its sovereign debt since MF Global filed for bankruptcy on October 31. The MF Global bankruptcy raised concerns about some investment banks being small enough that governments will allow them to fail without jeopardizing the financial system.

Jefferies shares were up 1 percent at $12.20 shortly before noon in New York Stock Exchange trading.

Jefferies had $45 billion of assets at the end of August, about 5 percent as much as Goldman Sachs Group Inc (GS.N).
