Expectations, exhaustion can lead mothers to post-adoption stress

ScienceDaily (Mar. 23, 2012) ? Fatigueand unrealistic expectations of parenthood may help contribute to post-adoption depression in women, according to a Purdue University study.

"Feeling tired was by far the largest predictor of depression in mothers who adopted," said Karen J. Foli, an assistant professor of nursing who studied factors that could predict depression in adoptive mothers. "We didn't expect to see this, and we aren't sure if the fatigue is a symptom of the depression or if it is the parenting experience that is the source of the fatigue. It also may be reflective of a lacking social support system that adoptive parents receive. However, a common thread in my research has been an assumption that if the mom didn't carry the child for nine months or go through a physical labor, the parents don't need help in the same manner as birth mothers do."

Other predictors of depression in adoptive mothers included expectations of themselves as mothers, of the child, and of family and friends, perceived support from friends, self-esteem, martial satisfaction, and parent and child bonding. These findings, published this month in Advances in Nursing Science, are based on survey results of 300 mothers who had adopted within the past two years. The average age of the children at the time of the adoption was 4.6 years.

There are nearly 1.8 million adopted children in the United States, and Foli's previous work found that unrealistic and unmet expectations related to parenting, bonding with the child, and support from family and friends were common themes related to depression. She also co-authored the book "The Post-Adoption Blues: Overcoming the Unforeseen Challenges of Adoption."

Research has clearly established the importance of mental health, particularly depression, in birth parents as a correlate of behavior and emotional problems in children. Knowing what factors trigger post-adoption depression can help plan effective interventions, she said, to help avoid these problems for children who are adopted. For example, nurses, whether working in a pediatric setting or the mother's doctor office, could assess for fatigue in adoptive mothers. It's also important for health-care professionals, family members and others to realize that not all adoptions are equal, Foli said.

"Bonding with the children often comes up in post-adoption depression. If adoptive mothers cannot bond to their child as quickly as they expected, they commonly report feeling guilt and shame," Foli said. "These parents have the expectation to quickly attach to the child and they see themselves as superparents. But what happens when the child they adopt is a teething toddler or unknown special needs surface? It's a difficult stage for a parent who has known that child for two years, let alone someone who is establishing a new relationship with the child."

The study also showed that depressive symptoms were more likely higher for mothers who did not have the complete background or biographical information about children, who, after placement, were considered special needs children. However, depression was not correlated with parents who were aware they were receiving a child with known special needs.

"We also found that mothers of children with different ethnic or racial backgrounds did not report more depressive symptoms than those mothers who did not differ from their children's ethnic or racial backgrounds," Foli said. "Interestingly, these moms did report perceiving that society was less accepting of their adoptive family."

Foli plans to look at post-adoption depression in a long-term study to better understand issues related to maternal bonding with the child and marital satisfaction. Foli is supported by the School of Nursing in the College of Health and Human Sciences, and she worked with the "Journey to Me" an online support organization for adoptive parents to collect the data.

Study co-authors are Susan C. South, an assistant professor of psychological sciences, and Eunjung Lim, a research associate in the School of Nursing.

Bales to be charged with murder in Afghan killings

WASHINGTON (AP) ? Army Staff Sgt. Robert Bales will be charged with 17 counts of murder as well as assault and a string of other offenses in the massacre of Afghan villagers as they slept, a U.S. official said Thursday.

The charges against Bales include 17 counts of murder, six counts of attempted murder and six counts of aggravated assault as well as dereliction of duty and other violations of military law, the official said on condition of anonymity because the charges had not been announced.

The 38-year-old soldier and father of two, who lives in Lake Tapps, Wash., will be charged with a shooting rampage in two villages near his southern Afghanistan military post in the early hours of March 11, killing nine Afghan children and eight adults and burning some of the victims' bodies.

The charges are to be read to Bales on Friday at the military prison at Fort Leavenworth in Kansas where he has been held since being flown from Afghanistan last week. He faces trial under the Uniform Code of Military Justice, but it could be months before any public hearing.

Military authorities had originally said Bales was suspected in the killing 16 Afghan villagers, nine children and seven adults. They changed that Thursday to 17, raising the number of adults by one but without explaining how the change came about. It's possible some of the dead were buried before U.S. military officials arrived at the scene of the carnage. Six Afghans were wounded in the attack.

Bales' civilian attorney, John Henry Browne, said he wouldn't comment on the charges because he has not been officially provided a copy of what they are. He said he spoke Thursday with prosecutors, who told him they will formally present the charges Friday.

The killings were yet another blow to U.S-Afghan relations, following a series of missteps, including the mistaken burning of Qurans, which prompted violent protests and revenge killings of American troops in the war zone.

The brutal shooting rampage also prompted renewed debate in the United States about health care for the troops, who have experienced record suicide rates and high rates of post-traumatic stress and brain injuries during repeated deployments over a decade of the wars in Iraq and Afghanistan.

Bales was on his fourth tour of duty, having served three tours in Iraq, where he suffered a head injury and a foot injury. He was assigned to the 2nd Battalion, 3rd Infantry Regiment of the 3rd Stryker Brigade Combat Team, of the 2nd Infantry Division, which is based at Joint Base Lewis-McChord in Washington.

Browne has portrayed his client as a patriot, loving father and devoted husband who had been traumatized by a comrade's injury and sent into combat one too many times.

But there have been conflicting reports about what exactly Bales saw relating to the comrade's injury. A U.S. defense official said that while it is likely that a soldier from Bales' unit, based in the Panjwai district of Kandahar province in southern Afghanistan, suffered a leg wound a day or two before the March 11 shootings, there is no evidence that Bales witnessed it or the aftermath, or that it played any role in his alleged actions.

The official spoke on condition of anonymity to discuss an internal review.

Afghan officials have asked the United States for some role in the criminal proceedings, perhaps as observers, and to be kept up to date on the process of the case. The government of Afghan President Hamid Karzai has not demanded that Bales be turned over to the Afghan justice system, although some in the country's parliament did. The Afghans have also urged a fast resolution of the case.

Browne has also said that Bales has some memories from before the incident and some from after but very little of the time when the military says he went on the shooting spree.

"I'm not putting the war on trial," Browne has said, "but the war is on trial." He added: "If I can help create a discussion about the war, that would be a great way for me to go out."

Army officials have said Bales was cleared for return to duty after the head injury he suffered in Iraq.

Bales joined the Army in 2001 after a Florida investment business failed and after he had worked with a string of securities operations. Bales and a broker at one company were hit in 2003 with a $1.5 million arbitration ruling after an elderly couple charged that their holdings were decimated.

He also was arrested in 2002 for the drunken assault of a casino security guard and had to complete an anger management class. There also are reports of a second incident involving alcohol, although Bales was never formally charged.

A sheriff's department report released Thursday says Robert Bales was accused in 2008 in Washington state of shaking hands with a woman, pulling her hand into his crotch and then punching and kicking her boyfriend. It describes Bales as "extremely intoxicated."

French suspect showed no sign of militant leanings

PARIS (AP) ? Just a few weeks ago, Mohamed Merah partied at a nightclub, and an acquaintance noticed nothing out of the ordinary. Another friend said the former car body shop worker liked to talk about "cars, bikes, girls and sports."

On Wednesday, both friends stood stunned near a huge police cordon in a blue-collar neighborhood in the southwestern city of Toulouse, where negotiators were trying to get Merah to surrender.

The 24-year-old Frenchman of Algerian descent was holed up in his apartment after exchanging gunfire with police and suspected of killing three Jewish children, a rabbi and three paratroopers in three separate attacks in southern France.

Prosecutor Francois Molins told reporters that Merah was a self-taught Salafi Muslim who had been to Afghanistan twice and had trained in the Pakistani militant stronghold of Waziristan. He also had a long criminal record, the prosecutor said, adding that the suspected gunman's brother had been implicated in a 2007 network that sent militant fighters to Iraq.

Just before police swarmed around the apartment in the pre-dawn darkness, Merah called a French television journalist and calmly took responsibility for all of the attacks ? saying he carried them out to protest France's ban on veils in public places, the nation's military presence in Afghanistan and in revenge of the deaths of "Palestinian children."

"He sounded very determined," France 24 senior editor Ebba Kalondo said. "He's also very convinced by his own convictions."

Molins confirmed that Merah told authorities he made the call to Kalondo.

But according to the acquaintance at the nightclub, Mehdi Nedder, nothing about Merah's social life in Toulouse before the French attacks made him stand out as a radical bent on sowing terror ? or even that he had radical leanings.

Nedder, 31, described Merah as a "normal young man."

"Three weeks ago he was in at a nightclub," Nedder told The Associated Press. "And this morning I hear we're talking about al-Qaida. How can you change like that in three weeks?"

A friend of Merah's who would only identify himself by his first name, Kamel, recalled playing soccer with him as the two grew up in Toulouse.

"(He) was respectful and generous," said Kamel, 24. "We never spoke about weapons, religion or politics, but cars, bikes, girls and sports."

Police detained Mehdi's mother and brought her to the standoff scene to try to get her to negotiate Wednesday with her son, but she declined, saying she had no control over him, French authorities said.

As a teenager, Merah got caught up in petty crime, some of it involving violence, said his lawyer, Christian Etelin. But Etelin said the recent wave of deadly shooting attacks didn't fit the profile of the suspect he first represented in 2004.

"He was a polite and courteous boy" who used to work in a body shop, Etelin said.

The lawyer added that if Merah had dark secrets, "it remained clearly secret. He gave the impression of being in French social life."

However, Etelin also said he was aware that Merah had been monitored by authorities after he made a visit to Afghanistan two years ago.

Western officials have been concerned for years about Muslim militants with European citizenship visiting northwestern Pakistan, possibly training for missions that could include terror attacks in Europe where they would act as "lone wolves" or on the orders of others. In 2010 alone, dozens were believed to be there.

French authorities did not say whether they were aware that Merah had been training with militants before the attacks in France that began March 11 ? or if they learned of the training after they closed in on him.

A person of the same name was arrested in southern Afghanistan five years ago and escaped from his prison cell in Kandahar province in a 2008 mass Taliban jailbreak, according to Kandahar provincial spokesman Ahmad Jawed Faisal. However, Faisal says their records also show that Merah was an Afghan citizen from Kandahar province.

In neighboring Germany, which regularly tracks extremists who head to Afghanistan or Pakistan for paramilitary training, a senior intelligence official said that he had never seen Merah's name come up. He spoke on condition of anonymity because he was not authorized to discuss the issue with the media.

American officials have kept in close contact with French authorities as the killings of soldiers and Wednesday's standoff evolved, and are now "working to determine what the suspect's ties to al-Qaida might be," a U.S. official said, speaking on condition of anonymity because the investigation was ongoing.

British officials want to know whether Merah "was simply affiliated with a group, or whether someone in a group was giving him specific instructions," said a British official who spoke on condition of anonymity because of the sensitivity of his job. "At this stage, that doesn't appear to be the case but it's still in early days."

Merah's criminal record was mostly for petty offenses. Etelin said Merah was in prison from December 2007 to September 2009 for a mugging. The lawyer tried to get the sentence reduced or converted, but failed, and he speculated that could have "provoked hate for the justice system" and "laid the groundwork from which he threw himself into this religious fanaticism."

His last conviction came Feb. 24 for a minor motorcycle accident and driving without a permit, his lawyer said. He was sentenced to a month in prison, and was supposed to appear before a judge to have the sentence finalized and start serving April 3 or 4.

Etelin said he knew Merah since he was about 17, and described his life as typical for many teenagers and young men in poor French housing projects who get involved in criminal activity.

"His mother couldn't control him, his father was totally absent, his sister ... also told me that she couldn't exercise any influence over him," the lawyer said.

Son of migrant workers, now solar CEO: Don't put tariffs on Chinese solar panels

Growing up in a family of migrant farm workers, I learned early on that, in order to succeed, you have to work harder and smarter than others, and you have to stand on your own two feet. Now I?m the CEO of GT Advanced Technologies, a leading global provider of advanced production equipment and technology for manufacturers in the solar energy and LED industries.

Heading up a company that competes successfully in the global economy, I?m guided by the lessons I learned long ago: Getting ahead means you have to better than your competition. You can?t succeed in business over the long haul unless you can do so without government handouts and other artificial advantages.

That?s why I?m so concerned that the US government is considering special tariffs on solar panels that are imported from China.

OPINION:?Five steps to bring back American manufacturing jobs

With more than 700 employees in the United States, we have annual revenues of almost $1 billion, pay more than $75 million in federal taxes, don?t get any federal government subsidies, and sell 90 percent of our products overseas. Faced with stiff competition in the global market in which we all compete, SolarWorld ? a German-owned company with a facility in Oregon ? has petitioned the US Commerce Department to impose special charges that, in some cases, could be up to 250 percent on some imported solar panels.

The major trade issues between China and the US affect every export-oriented industry, not just solar panels. This issue should be addressed by bilateral negotiations between the two countries. The answer is not imposing a special tariff ? really a tax ? on solar panels. That ?tax? would be built into the costs of solar energy systems, making solar power much more expensive for electric utilities and commercial and residential consumers.

Because of our manufacturing model, such tariffs would not directly impact our company, but I am still deeply concerned about the tariffs being considered. International competition has driven the availability of lower cost Chinese products and has been a key factor in reducing costs throughout the US solar industry.

My concern is that the tariffs being considered will likely result in higher costs for solar energy components and a trade war with China. These developments would seriously endanger the vibrant US solar industry and derail our country?s progress toward creating good jobs, attaining energy security, achieving a cleaner environment by substituting renewable fuels for fossil fuels, and lowering our dependence on imported oil.

More specifically, far from benefitting the US solar sector, the huge price increase that SolarWorld seeks on some imported solar panels would have a devastating impact because the affordability of solar electricity will be diminished and the growth in investments and jobs that has occurred in the last several years could come to a stop. Higher prices could in fact jeopardize billions of dollars of renewable energy contracts, including $11 billion for projects placed in 2012, placing thousands of jobs at risk.

THE MONITOR'S VIEW:?The cold war in clean energy

Yes, China?s government supports its solar industry, as governments in the US, Germany, Japan, and several other technologically advanced countries do for their industries. In the US, this support includes a patchwork of programs, including research grants, tax credits, and Renewable Portfolio Standards (required increases in energy produced from renewable sources) in 29 states. In spite of these programs, the US still needs a clearer commitment to transition away from fossil fuels to renewable energy, such as solar and wind power. But a trade war with China would make progress even more difficult.

After years of private investment, successful innovation, and, yes, some government support, our industry can finally coming into its own. At current energy prices, utilities, businesses, and homeowners across the country are increasingly turning to solar power as a safe and reliable source of energy. The solar industry is a bright spot in a cloudy economy, with almost 5,000 companies and an annual growth rate of 6.8 percent.

The solar workforce has doubled since 2009, with more than 100,000 high-skilled, high-wage jobs similar to those at my company GT, including research, engineering, designing, installing, and selling. The sector is expected to add another 24,000 jobs this year.

In industry after industry, tariffs have had harmful results. For instance, as The Wall Street Journal recently reported, a US tariff on Chinese tires did not create new jobs at American tire-makers but simply raised prices for American consumers.

Instead of a trade war, the US solar industry needs to continue competing and winning in the global marketplace. Without protectionist policies, the US solar industry has a $2 billion trade surplus with the entire world. Targeting Chinese imports with special tariffs would likely result in retaliation by China, and the only winners in the ensuing trade war would be other solar powerhouses, such as Germany, not US industry.

Ultimately, protectionism fosters dependence, not innovation, and high-cost business models, rather than the lean and nimble approaches that are most successful in global competition. Now is the time for the US solar industry to move forward with creating American jobs and enhancing our energy security, not to step backward and lose the progress we have worked so hard to achieve.

As GT and many other US based companies that face fierce Asian competition every day have demonstrated, the American solar industry can win. We just have to be better than our competitors.
