Updated at 8:24 a.m. ET: MOSCOW -- Thirty-two people were killed?but 11?were rescued alive from a plane crash in Siberia, Russia,?an official reportedly said Monday.

The ATR 72, a twin-engine, turbo-prop plane, with 43 people aboard, crashed some 18 to 22 miles from the western Siberian city of Tyumen, Emergency Situations Ministry spokeswoman Irina Andrianova said.


The mid-range plane belonging to Russian airline UTair crashed after taking off from Tyumen on a flight to Surgut, an oil town further north in Siberia.

There were 39 passengers and four crew on board, according to preliminary information, Andrianova said.

"Eleven people were injured and 32 killed," the Tyumen emergencies ministry said in a statement, according to the AFP news agency.

In a statement, UTair, a?private Russian company, said the flight?plane?crashed "while conducting a forced landing" about a mile from?another airport, Roschino, according to AFP.

Cabin on fire
The news agency said the plane's cabin was on fire when rescuers arrrived. The cause of the crash was not immediately known, Russian news agencies reported.

Injured survivors were flown to hospital by helicopter. At least five survivors were in critical condition, state-run RIA news agency reported, citing hospital officials in Tyumen, some 1,070 miles east of Moscow.

UTair has three ATR-72 craft made by the French-Italian manufacturer ATR, according to the airline's website.

Russian news agency RIA Novosti published what it said were images of the crash scene.

ATR is an equal partnership between two major European aeronautics players, Alenia Aermacchi, a Finmeccanica company, and EADS.

The crash was the deadliest air disaster in Russia since a Yak-42 plane crashed into a riverbank near the city of Yaroslavl after takeoff on September 7, 2011, killing 44 people and wiping out the Lokomotiv Yaroslavl ice hockey team.

President Dmitry Medvedev called for a reduction in the number of Russian airlines and improvements in crew training after that crash, which followed a June crash that killed 47 people including a navigator who had been drinking.

A statement from ATR? confirmed the fatalities, adding: "The aircraft, registered under VP-BYZ, was MSN (Manufacturing Serial Number) 332, initially delivered from the production line in October 1992. UTair had been operating this aircraft since August 2008."

It said the Russian Interstate Aviation Committee (IAC) would lead the investigation and provide official information, and expressed its "deepest sympathy" to the victims and their families and friends.

Airlines' treatment of passengers slowly improves

(AP) ? Flying is getting better. Honest.

For airline passengers grappling with fare increases, canceled routes and a seemingly endless parade of new fees, "better" may not be the first word that comes to mind. But based on more traditional yardsticks ? lost bags, delayed flights, lousy service and bumpings from full planes ? airlines are doing a better job, say private researchers who have analyzed federal data on airline performance.

Airlines are slowly, steadily recovering from their meltdown five years ago, when, under the strain of near-record consumer travel demand, their performance tanked. Industry performance for all four measurements was slightly better in 2011 compared with 2010, according to the report being released Monday.

"Airlines are finally catching up with what their promise is, which is getting you there on time 80 percent of the time with your bags," said Dean Headley, a business professor at Wichita State University who has co-written the annual report for 22 years.

"They realize that people are paying a lot more money, and the system is more complex than it was, and they have to do a better job," he said. "To their credit, I think they are doing a better job."

With higher fuel costs, airfares are trending up, although increases vary significantly depending on whether the passenger is flying between major airports, or is heading to or from a small or medium-sized airport, Headley said. As airlines cut back service to smaller airports, the cost of air travel in small and medium cities is increasing, he said.

"It really depends on the market you are in," Headley said, noting that in 2010 he paid $275 to fly round-trip from Wichita, Kan., to Washington, where he released that year's report. This year, the same trip cost him $360.

In judging quality of performance, low-cost carriers that mainly fly between large hubs tend to fare the best, Headley said. The large airlines that have been around since before airline deregulation in the early 1980s tend to fall in the middle. Regional airlines, which often fly smaller planes that have more difficulty avoiding storms, generally pull up the rear.

Airline performance last year was likely helped by a mild winter in much of the country despite an "October surprise" snowstorm that snarled the Northeast, he said.

Hawaiian Airlines did the best job of arriving on time with an average of 92.8 percent, while JetBlue Airways had the worst on-time performance, 73.3 percent. A flight is considered on time if it arrives within 15 minutes of when it was originally due.

Nearly half the 15 airlines improved their on-time arrival performance in 2011, and seven had an on-time arrival percentage over 80 percent ? Hawaiian, Southwest Airlines, AirTran Airways, Alaska Airlines, American Airlines, Delta Air Lines, and Mesa Airlines. The average on-time performance for the industry was 80 percent last year, just a tad better than 2010's average of 79.8 percent.

Mesa had the highest rate of passengers with tickets who were denied boarding, at 2.27 per 10,000 passengers. Such "bumpings" are usually due to overbooking. JetBlue had the lowest rate of bumped passengers, .01 per 10,000 passengers.

Ten airlines improved their denied boardings rate in 2011.

American Eagle, which is owned American's parent company, AMR Corp. of Fort Worth, Texas, recorded the largest improvement, and Atlantic Southeast Airlines had the largest decline. Jet Blue, with its near zero rate, and Hawaiian, with a rate of 0.11 per 10,000 passengers, were clearly the industry leaders in avoiding bumping incidents. Industry performance was better in 2011 with an average bumping rate of .78 per 10,000 passengers compared with 1.08 the year before.

AirTran had the best baggage handling rate, 1.63 mishandled bags per 1,000 passengers. American Eagle had the worst baggage handling rate, 7.32 mishandled bags per 1,000 passengers. That was more than double the industry rate of 3.35.

Seven airlines improved mishandled baggage rates in 2011: Alaska, American, Atlantic Southeast, Delta, Frontier Airlines, JetBlue and SkyWest Airlines. The mishandled baggage rate for the industry decreased from 3.49 per 1,000 passengers in 2010 to 3.35 last year.

Southwest Airlines once again had the lowest consumer complaint rate, 0.32 complaints per 100,000 passengers; United Airlines had the highest consumer complaint rate at 2.21.

Headley attributed United's high complaint rate to rough patches in the airline's merger with Continental. The airlines, which merged their reservation operations in March, now operate under the United name.

The overall rate of customer complaints was virtually unchanged, 1.19 in 2011 compared to 1.22 in 2010. Only five of 15 airlines improved their customer complaint rates for 2011 ? AirTran, Delta, Frontier, Hawaiian and JetBlue.

The majority of complaints fell into four categories: flight problems, 34.9 percent; baggage, 14.3 percent; customer service, 12.1 percent, and reservations, ticketing and boarding, 11.2 percent.

The ratings are based on data submitted to the Transportation Department by the 15 airlines who carried the most passengers domestically last year ? AirTran, Alaska, American, American Eagle, Atlantic Southeast, Continental, Delta, Frontier, Hawaiian, JetBlue, Mesa, SkyWest, Southwest, United and US Airways. Headley and Purdue University aviation technology professor Brent Bowen, co-writer of the report, are scheduled to release an overall ranking of performance on Monday. Their research is sponsored by Purdue, in Indiana, and Wichita State.

Don't Call Me Marge: Fun Friday Facts #32: Relationships Edition

Ok, so it's been AN ENTIRE WEEK since I blogged and I know you're all sad, distraught, whatevs, because I haven't been around much, but hey guys, spring has spring and I'm crazy busy on account of being so awesome and popular.

I know I've developed a reputation for doing some man-hating over here, even though I don't hate Men in General, just the specific ones on the list I carry around in my head. Anyway, you can all relax, because this isn't one of those posts. Today is Friday, so these are your Fun Friday Facts (about relationships).

You can only have a posthumous wedding if the engagement was agreed upon and the plans finalized before the fiance's death. You have to have set the date, and everything. Officials will require proof of the relationship, including shared lease agreements, shared bank accounts, shared utilities, photos of the wedding dress, engagement rings, etc. Your request for a posthumous marriage must be personally granted by the President of France himself.

Twenty-five percent of these requests are turned down. Nevertheless, a whopping grand total of ten posthumous marriages occur each year in France. The practice apparently began during the first World War, when women began taking advantage of France's marriage-by-proxy laws (which allow someone to stand in for you at your wedding) to marry soldiers who, as it turned out, were already dead.

In the 1950s, civilians won the right to practice posthumous marriage, when a Frenchwoman called Ir?ne Jodart petitioned President de Gaulle to let her marry Andr? Capra, her fiance, who was killed when a dam collapsed in the town of Fr?jus.

If the marriage is granted, it's retroactive to the day before the deceased party became deceased. The widow or widower becomes a legal member of the late partner's family. Any children born of the union are legitimized. The widow or widower is not allowed to inherit any of the dead person's stuff, but may be entitled to any pensions that were due.

2) Speaking of marrying the dead, Carl Tanzler, a German-American born in Dresden in 1877, has gained lasting notoriety for stealing, preserving and, possibly, doing the nasty with the corpse of his beloved, Maria Elena Milagro de Hoyos.

Tanzler emigrated to the United States in 1926. He had been living in Australia, but was detained in an internment camp throughout the first World War. After his release, he sought out his mother in Europe, and lived with her for three years, until she encouraged him to move to Florida to be near his sister. There, he met the love of his life, whose face, he claimed, had been revealed to him in a dream, by his ancestor Anna Constantia von Brockdorff, Countess of Cosel.

Unfortunately, Tanzler's ancestor failed to mention that the girl would be dying of tuberculosis when he met her in April of 1930. Tanzler totally acted like he knew what he was doing and tried to cure the girl through various displays of quackery. He also showered her with gifts and groveled as only a man in the throes of passion can. It is not certain that de Hoyos returned Tanzler's love.

After de Hoyos's death in October 1931, Tanzler received permission from the family to give her one last gift ? an elaborate mausoleum. He visited his dead girlfriend there nightly, serenading her corpse and, so he claimed, communing with her spirit. He later claimed that he decided to steal the body from the tomb and take it home with him because the girl's spirit specifically asked him too.

Tanzler replaced the corpse's decaying skin with wax and plaster-soaked cloth, her eyes with marbles, and her hair with a wig. He filled the torso with rags, dressed it in stockings, gloves and jewels, and doused it in perfumes, preservatives and disinfectants, for some reason. He kept the body in his bed and, according to some sensationalized and not at all substantiated reports, had sex with it.

3) Anna Haining Bates was the child of Scots immigrants, born in Novia Scotia in 1846. Though her parents, and twelve brothers and sisters, were normal in size, Anna herself reached the astounding height of 7'5.5? (2.27 m). Her average weight was about 350 pounds (159 kilos). When she was trapped in a burning building in 1865, it took eighteen firemen to rescue her, by smashing a hole in the wall and lowering her with block and tackle. Anna's husband, Martin van Buren Bates, was 7'11? tall (2.41 m), and weighed 470 pounds (213.64 kilos). Bates worked as a schoolteacher before joining the Civil War on the wrong side. After slinking home in defeat, Bates found his home state of Kentucky still kind of fighting the war a little, and decided to move to Ohio, where he joined the circus.

It was while in the circus that he met Anna, who was just visiting the circus as you do when the guy in charge of giants spotted her and offered her a position on the spot. They married in 1871 and returned to Ohio in 1872, where they bought a farm, built a giant-sized house and settled down to raise a family. Sadly, their first child was stillborn and the second died soon after birth. Anna died of tuberculosis in 1888 at the age of forty-two. Martin moved out of the house, eventually remarried, and lived quietly until his death in 1919, at the age of 80.

The super-sized house they built to suit their super-sized proportions seems to have since been demolished, which is kinda disappointing, because I would have liked to have seen it.

New Providence Board Honors Students For Excellence in Arts ...

More than 20 students were awarded for their excellence in music and art at the New Providence Board of Education meeting Thursday night where the board applauded the students for their efforts and encouraged the continuation of education in the arts.

Susan Vogel, who distributed the awards, said the level of talent was incredible and that the district takes pride in the accomplishments of the students ? many of which reached statewide bands and choirs.

?Membership in these groups are hard-won and prestigious,? she said.

Parents, some with flowers but all with cameras, clapped for their kids as each one was given a certificate of accomplishment for their talents.

?I am so proud,? said Jessica Kleinman, whose niece received a gold key award. ?We always knew she was talented but this will encourage her to continue with the arts, and it really helps her grow.?

After the kids left, the board discussed several action items, including the mandatory report about harassment and bullying in the schools. The board did not release any information about specific incidents, but did indicate the school district logged eight reports of harassment or bullying ? two in the high school, four in the middle school and one each in Allen W. Roberts School and Salt Brook School.

The board also passed a resolution for Teacher Recognition Week during the week of May 6.

Board member William Dibble said the teachers, many who also engage in extra curricular activities with the students, continue to provide excellent instruction and counseling, and are deserving of a week of recognition.
